In the field, the use of warning flares has shown that even a slight depression in the roadway and other surfaces can obscure the flares visibility even at short distances. Elevating the flare only a few inches has a dramatic effect in the visibility. When flares are used in conjunction with traffic cones the resulting visibility is even greater.
