Extended Transition Period for EU Regulation on Organic Production

Commission Implementing Regulation (EU) No 1030/2013 (1) of 24 October 2013 adopted a transition period as defined in Regulation (EC) No 889/2008.

BANGKOK - Dec. 19, 2013 - PRLog -- Commission Implementing Regulation (EU) No 1030/2013 (1) of 24 October 2013 adopted a transition period as defined in Regulation (EC) No 889/2008 (2) laying down detailed rules for the implementation of Council Regulation (EC) No 834/2007 (3) on organic production and labeling of organic products with regard to organic production, labeling and control.

EU Requires Longer Transition Period for the Organic Regulation on Aquaculture Production

On 5 August, 2009, the Regulation (EC) No 889/2008 was amended with Article 95(11) through Regulation (EC) No 710/2009 (4). This article stated that a competent authority may authorize, for a period expiring on 1 July 2013, those aquaculture animal and seaweed production units which are established and run under nationally accepted organic rules before entry into force of the previously noted regulation. This transition period has now been changed by Regulation (EU) No 1030/2013 because seven member states submitted requests for a revision of the rules on products, substances and techniques which can be used in organic aquaculture and seaweed production. The requesting members argued that a longer transition period is needed because the transition has a high technical complexity and should be evaluated by an expert group for technical advice on organic production.

Organic Regulation Date of Application

Moreover, in order to ensure that there is no disruption in the organic status of those production units, the Regulation (EU) No 1030/2013 should apply back from 1 July 2013.  The seaweed and aquaculture animal production units which were established before 1 January 2009 and are producing under accepted rules by national authorities are still able to maintain their organic status under specified conditions and are allowed to extend the transitional period to 1 January 2015.

This Regulation shall enter into force on the third day following that of its publication in the Official Journal of the European Union.
