Three SVHCs Added to ECHA's Candidate List

SGS reports that the European Chemicals Agency (ECHA) has added three new substances to the Candidate List under REACH, triggering new legal obligations for companies in the EU and EEA.

GENEVA - July 22, 2025 - PRLog -- SGS, the world's leading testing, inspection and certification company, has published SafeGuardS 095.25 to highlight the addition of three substances to the Candidate List of substances of very high concern (SVHCs) for authorization under the EU REACH Regulation.

Announced by the European Chemicals Agency (ECHA) on June 25, 2025, this update expands the Candidate List from 247 to 250 substances. The newly added entries are used across multiple industries including cosmetics, adhesives, coatings, cleaning products and textile dyes. Two of the substances are classified as very persistent and very bioaccumulative (vPvB), while the third is toxic for reproduction.

With this update, companies placing affected substances or products on the EU or EEA markets must comply with a range of legal duties under REACH. These include:
  • Communicating with supply chain partners and consumers when SVHCs are present in articles above 0.1% weight by weight
  • Notifying ECHA if SVHCs in articles exceed 0.1% and the total amount is more than one tonne per year
  • Updating safety data sheets (SDS) for affected substances and mixtures
  • Reporting to the SCIP database under the Waste Framework Directive, for articles containing Candidate List substances above the 0.1% threshold

The notification to ECHA must be submitted within six months of the substance's inclusion on the list.
