ROCKVILLE, Md. - Dec. 11, 2017 - PRLog -- The Public Utility Commission of Texas (PUCT), Electric Reliability Council of Texas (ERCOT) and stakeholders have been weighing changes to aspects of the energy-only market for some time, but recently the issue has taken on a new urgency with the retirement of some major coal plants owned by Luminant. The retirements represent more than 4,000 MW of capacity and have significantly cut into the reserve margins in the next few years.

ERCOT is dealing with many of the same issues as the rest of the country – namely cheap natural gas and the rise of renewables. One significant difference is that the Texas market is still seeing comparatively healthy load growth, which means it is essential to continue building out new power plants to meet that.

The PUCT has a proceeding open considering changes to the operating reserves demand curve, pricing marginal losses and other tweaks to the energy-only market.
