The new five-year plan to promote the development of indigenous peoples of Sakhalin

MOSCOW, Russian Federation - Dec. 17, 2015 - PRLog -- This is the third program document, and it is expected to be realized up to 2020 on public-private partnership. This time the plan suggests greater autonomy in the selection of the specific areas of development. The district committees of indigenous peoples that will be established in Sakhalin can create an independent foundation for development of minority ethnic groups.

The new plan is already recommended by the Council of the Federation as an example for other regions. The old, but still valid program, totaled 280 projects, and all of them have been already implemented. Indigenous representatives have an opportunity to issue periodicals; different measures were taken to preserve the languages and crafts. The number of communities in the Sakhalin region has increased by 20 percent. This model demonstrates the productive cooperation between business and government for the support and development of the indigenous peoples.

The five-year plan to promote the development of the Sakhalin Indigenous Minorities was signed by the governor Oleg Kozhemyako, CEO of the "Sakhalin Energy" Roman Dashkov and chairman of the Regional Council of Authorised Representatives of Indigenous Peoples Fedor Mygun. The ceremony was held in Moscow, it was accompanied by Nivkh rituals and dances with tambourine. Vladimir Sangi, the guardian of indigenous culture, appealed to the higher power for a blessing in the language of their ancestor.
