· Following a government resolution and order by the Urban Development Department, Government of Maharashtra, all Urban Local Bodies (ULB) have been directed to adopt the Kalyan Dombivali Municipal Corporation‘s (KDMC) e-governance model of delivering citizen services.
· The solution, patented under the name of KDMC, includes MAINetTM, software for e-governing municipal bodies from ABM Knowledgeware (an Oracle Platinum Partner) standardised on Oracle Database.
· Oracle India and ABM Knowledgeware have created a solution that allows Urban Local Bodies to operate with high levels of transparency and accountability.
· The solution, that will benefit millions of citizens, is being implemented across all 231 Urban Local Bodies covering the state of Maharashtra, by creating an online presence for all Municipal Corporations and Nagar Parishads (Municipalities).
· To be delivered through citizen facilitation centres (CFC), this IT project will help automate access to more than 100 citizen services in Maharashtra including:

Payment of taxes   Property related queries for telephone or internet connections
Application for new water connection   Application for any other service or
Application for birth/death certificate   Simple registration of any civic complaint

· The solution will be deployed in all the local bodies by 2012. Work has already been initiated in cities such as Ambarnath, Badlapur, Panvel, Khopoli, Alibag, Pen, Baramati, Panchgani, Satara, Karad, Solapur, Amravati, Chiplun, Mavan, Shirdi, Jaisinghpur, Malegaon, Dhulia, Ahmednagar, Aurangabad, Jalna, Shegaon, Dapoli, Daund, Junnar, Yavatmal, Akola, Beed, Madgaon, Aashta and Pusad.

Success at Kalyan Dombivili Municipal Corporation
· KDMC benefits from MAINetTM and Oracle Database’s, robustness, scalability and simplicity of management in many ways:
            - More transparency in service applications and issueing of licenses and certificates
            - More efficiency in day-to-day administration of the corporation: Its' vital citizen-centric departments are able to share data between them (eg. details pertaining to a citizen’s payment of taxes, renewing licenses etc), thereby creating an online connectivity for government to citizens transactions. Citizens are able to carry out a variety of tasks, especially those that involve multiple government departments, without initiating contacts with each government department individually.
           - Increase in productivity of manpower due to assistance by the computer system in decision-making.

· Oracle has been associated with many e-governance projects in India with its best-of-breed products in Database, Applications and Middleware, successfully deployed. Oracle has implemented solutions in government departments like Department of Treasuries for the States of West Bengal, Madhya Pradesh and Karnataka; Department of Income Tax & Commercial Tax for the States of Assam, Bihar & West Bengal; Department of Sales Tax for the State of Punjab. Also, there are utility projects from the States of Maharashtra, Gujarat, Tamil Nadu, West Bengal, Andhra Pradesh, Kerala and Bihar.
