Now Obama’s top climate and energy adviser Carol Browner has come out saying, "We think that would be a big mistake," for the Congress to approve an energy bill this year without placing a cap on greenhouse emissions, "I think you have to keep these programs coordinated because they do impact with each other." With this legislation looking unlikely to pass in the in the Senate, some policymakers have suggested the chamber should rather focus on moving less contentious legislation that would just support renewable energy. Both the House and Senate bills focus on a cap-and-trade system that limits carbon emissions. Businesses would require permits for each ton of carbon pollution they release annually. Utilities and factories that don't use all their permits would be able to trade, or sell them, to companies that need more, as Financial Soultions has previously reported. Browner played down the importance of having a climate change bill ready and signed into law before global climate discussions begin in Copenhagen in December to attempt to find a stronger replacement policy for the 1997 Kyoto protocol. "We will manage in Copenhagen wherever we are in the process," Browner said.
