By: Ashish Raichur The CTLS is implemented using the Java 2 Platform, Enterprise Edition (J2EE), a JBoss application server and MySQL v 5.0 database servers running on a central server setup. It includes the use of (JMS) - the Java Message Service, a messaging standard that allows application components based on J2EE to create, send, receive, and read messages. The hardware includes electronic data Seals, micro-readers, hand held terminal, low frequency terminal, fixed readers and RF identification electronic tags for containers and other assets which require security and monitoring solutions. SYSTEM OVERVIEW CTLS is a web based application designed to monitor tagged cargo, bulk cargo on pallets and/or cargo containers, receiving, identifying and displaying cargo status based on the information received from RFID tags. This information is then broadcasted to stakeholders registered in the system as cargo Observers. Observer(s) are persons who have registered as a party in the CTLS system expecting to receive events & alerts during cargo transit from the entry point to destination. The notification mechanism is achieved via short messaging service (SMS) and E-mail. Hence cargo observers are able to monitor status and location of cargo on transit within the relevant time as it traverses checkpoint stations. Incase of the receipt of an alert notification, site station operators will see the alert on their workstation and subsequently ground the truck at the checkpoint station pending approval/explanation from relevant authorities sited at the control room. Core functions performed in the system includes: 1)Cargo management: Involves registration of containers, wagons, motor vehicle, Motor vehicle carriers, liquid bulk, fuel tank etc. and tracking its seal status, events and alerts during transit from the entry-point to the final destination. 2)Bond management: Involves retrieving bond details, adjusting bond amount and cancellation of bond when cargo is handed over at the border point. 3)Notification module: Keeps track of all seal events/alerts and status and notifies stakeholders registered as cargo observer to receive the notification on the same via SMS and Email. 4)Stakeholder management: Allows registration and editing details of clearing agents, shippers, ports authority’s custom officers, TMU and other beneficiaries involved in the system. 5)Station management: Involves registration and editing of stations which within a route this include Entry-point, CFS, checkpoint, ICD and exit/border station. 6)Route management: Involves defining routes to be followed by cargo on transit. 7)Seal management: Enables capturing of electronic data seal to be used during cargo tracking in the system and assigning them to the Custom officers. 8)User management: Allows registration and edit details of users whom have access rights to login into the system. 9)Reader management: Involves keeping track of micro-reader/ Workstations are associated with with CTLS via JMS. The Workstation is a desktop application handling the local management of container is a “bridge” program that handles communication between Workstation and CTLS.
