Key Insights On The Telecommunications sector of Indonesia

A look at the composition of leading Indonesian telecoms operator Telkom’s revenues tells the story of the local market. Whilst fixed revenues contributed 40% of the telco’s income in 2001, today this figure stands at about 20%. Meanwhile, the operator’s mobile unit now contributes 40% of revenues, whilst 16.5% are now accounted for by data and internet services. This represents quite a switch in consumer demand towards the popularity of wireless, voice and, increasingly, non-voice value added services, and even high-speed broadband internet access. Despite these positives, growth is not as it might be in Indonesia’s telecoms market (and certainly not in the fixed-line sector), whilst even the rise of the mobile market in 2006 has been a little disappointing. It points to a weak infrastructure, investor concerns over security, corruption and taxation levels, and a lack of competition for this failure for Indonesia to live up to expectations.

It’s latest forecasts have been amended radically. With regards to fixed-line, the direction of change is downwards. We see no evidence of fixed line growth despite the government’s USO programme. Where we do see some tentative growth, however, is in the nationwide CDMA-based fixed wireless services offered by Telkom, Indosat, Bakrie and Mobile-8. The last two alternative operators were awarded national licences during the last quarter, in what amounts to an admission from the government that it is failing to improve on fixed-line deployment in Indonesia’s most remote areas. Partly as a result of fading interest in fixed-line usage, Telkom has decided to spin off its CDMA Flexi services into a separate unit, whilst it has also suggested that it would look at expanding into overseas markets, either elsewhere in Asia, or in Africa.

Following a slow 2006 for Indonesia’s mobile market, with an estimated y-o-y growth of 24%, we expect the market will take off in 2007, helped by a penetration rate still below 30% and a youthful population. It projects Indonesia will have 100mn wireless subscribers by mid-2009. Exponential growth in Indonesia’s embryonic 3G market suggests there is consumer demand for high-speed data and VAS. With Telkomsel gaining nearly 1mn subscribers in its first four months of operation, we forecast y-o-y growth of 266% in 2007, taking the country’s 3G subscriber base to 3.7mn. The launch of 3G networks from Excelcomindo and Indosat towards the end of 2006, and expected deployment from Hutchison and NTS in 2007, should push growth even further.

It’s Telecommunications Business Environment Rankings place Indonesia in 10th position, one place down from last quarter. Limited investor confidence and the current lack of competition in Indonesia’s market have caused this decline. The dominance of Telkom and its mobile unit Telkomsel does not encourage new investment, although consumer demand in the country’s high-growth mobile market should do so. Affordability also remains a very real issue in the sustainability of any rapid take-up in Indonesia’s next generation telecoms markets.
