CHANDLER, Ariz. - Nov. 14, 2025 - PRLog -- This one-year transition period gives us exactly what we've been fighting for: time to formalize standards and bring unregulated products under responsible oversight. Hemp has always been strongest when guided, not restricted. Arizona is prepared to show the country what smart, science-based regulation looks like.

The Hemp Industry Trade Association (HITA) acknowledges the recent federal language addressing "unregulated hemp-derived products" and the inclusion of a 365-day transition period before any federal changes take effect. While headlines have raised concerns, it's important to understand the real impact of this development.

This is not a ban.
This is a one-year window to build regulation — not eliminate hemp.


The 365-day transition period recognizes that the hemp sector is too significant to disrupt overnight. It affirms that responsible, state-level regulation is the correct path forward — not prohibition. The intent is to transition unregulated products into a safe, compliant structure rather than dismantle an entire industry.

For years, HITA has advocated for clarity, safety standards, and enforceable rules that distinguish responsible operators from bad actors. This transition provides the opportunity to finalize and advance those efforts.

HITA interprets this language as a call to action. Over the next 12 months, we will:

●      Lead the development of responsible, science-based legislation for Arizona.
●      Work with policymakers, state agencies, and national partners to create a clear          regulatory framework.
●      Support businesses through the transition with guidance and compliance resources.
●      Prioritize consumer safety, agricultural stability, and the long-term viability of the hemp         economy.

HITA is committed to working collaboratively with lawmakers, regulators, industry leaders, Arizona law enforcement, and public-health partners to deliver a unified, science-based legislative proposal this session. That includes ensuring any regulatory framework protects children by keeping adult-use products out of their hands while supporting responsible operators who prioritize safety and compliance.

For years, Arizona's efforts to regulate hemp have been challenged by historic opposition and competing priorities. This 365-day window gives us a chance to change that. It is an opportunity for all stakeholders — including those who have stood on opposite sides — to come together, align on shared goals, and build the regulatory system Arizona deserves.

Arizona lawmakers on both sides of the aisle have already signaled strong support for regulating — not eliminating — hemp. HITA is grateful for their leadership and their commitment to a safe, well-regulated market that protects both consumers and businesses.
