At the center of this revelation are the American National Standards Institute (ANSI) and the American National Accreditation Board (ANAB). Together, they founded the International Accreditation Forum (IAF), incorporated in Delaware, and work in lockstep with their sister organization, the International Laboratory Accreditation Cooperation (ILAC), headquartered in Australia. Both IAF and ILAC are associations of accreditation bodies, national and international, whose ANSI-ANAB equivalency gives their certificates global weight. This interlocking structure means that certificates issued by CNAS carry international equivalence — and ANSI–ANAB, as underwriters, bear legal and ethical responsibility for failures within that system. Example: Imagine a school that gives out "Honor Roll" certificates. If the teachers don't actually check the grades, but just collect a fee from parents and hand out the awards, the certificate means nothing. That's what happened with labs like Wuhan — a certificate handed out, but no proof the lab really earned it. Between 2015 and 2021, leadership of the IAF was handed to Xiao Jianhua, a Communist Chinese national who simultaneously served as Chief Executive of the China National Accreditation Service (CNAS) in Beijing. Xiao has been involved with U.S. and global quality systems since 1994 and, under China's National Intelligence Law (Article 7), is mandated to gather and share data for the Chinese Communist Party. In January 2017, Xiao Jianhua stood inside the Wuhan Institute of Virology, handing a CNAS accreditation certificate to a laboratory that was already known to be ill-prepared, understaffed, and lacking trained technicians. Months later, U.S. scientists visiting Wuhan confirmed the same deficiencies. Despite this, the certificate — internationally recognized through ANSI–ANAB, IAF, and ILAC — gave the Wuhan lab the appearance of world-class credibility. Example: This is like giving a driver's license to someone who can't even ride a bicycle. On paper, they look "certified," The scam's reach is even more alarming in the United States itself. Federal agencies sit directly on ANSI–ANAB's board — not just as members but as customers. These agencies include the Department of Justice (DOJ), Department of Homeland Security (DHS), Department of Commerce (DOC), and the Food and Drug Administration (FDA). The FDA even granted ANSI–ANAB third-party registration privileges to certify food safety, extending their reach into the nation's food supply. Other agencies, such as the USDA, also interact directly with this accreditation network. Example: This is like the school principal being on the board of the company handing out fake report cards. Not only do they know it's happening, they're also using those fake report cards to judge students. The fragility of this system was further revealed in a 2017 sworn deposition by Pamela Sale, Vice President of Laboratory Accreditation for ANSI–ANAB, who admitted: "One of the issues is that there is no commonly agreed-upon set of standards that forensics labs around the country have to follow. Instead, there are informal guidelines that labs can choose to follow or not." If U.S. labs under ANSI–ANAB accreditation had no binding standards, Guberman asks: 'Why would anyone expect foreign labs like Wuhan to be rigorously overseen'? Example: It's like saying every kitchen in the country is "approved," even if some don't have refrigerators, running water, or stoves. The approval is meaningless if nobody checks the basics. "What happened in Wuhan is the inevitable consequence of a corrupt system," Guberman declared.
