Between 2015 and 2021, the International Accreditation Forum (IAF Incorporated in Delaware)—founded by the American National Standards Institute (ANSI) and the American National Accreditation Board (ANAB)—was chaired by Chinese official Xiao Jianhua who was involved with U.S. quality since 1994. U.S. federal agencies, including the Department of Defense, sit as members. He was also the Chief Executive of the CNAS the China National Accreditation Services in Beijing China- 2017 Xiao Jianhua certified the ill-prepared laboratory in Wuhan China.IAF has a sister organization the International Laboratory Accreditation Cooperation in Australia. Both IAF&ILAC are associations of accreditation bodies national and international that are equivalent in accreditation to ANSI-ANAB. ANSI-ANAB are underwriters for the IAF & ILAC which means they are legally responsible for any systematic or product failures.

Wray warned about Chinese infiltration during 2017-2021, the FBI under his watch were entangled with organizations under Chinese control.
