LA Dorothy Chandler Mansion Renovation Not Meeting HCM Standards

LA neighborhood says that changes made to LA Icon Dorothy Buffum Chandler’s former home don’t meet Historic Cultural Monument requirements and the City should take more action to remedy the situation

The neighbors around the historic Dorothy Chandler Mansion (http://www.dorothychandlermansion.com), also known as “Los Tiempos”, are looking for answers on why the home is being so radically changed and a real departure from the historic qualities of the neighborhood.

The community has created www.dorothychandlermansion.com to draw attention to this debacle and hopefully get matters resolved. The site has a petition interested people can sign and ways to get involved in the matter.

The new owner has made radical changes to the finish of The Beaux Arts style home, none of which should be permitted under LA’s Historic Cultural Movement ordinances. Initial efforts to stop the work met with a stop order. However, that was lifted by Lambert Giessinger, the City’s historic architect. At the time Giessinger said there was nothing the City could do to stop the work.

That doesn’t line up with the HCM codes. The HCM status clearly states what may and may not be done to historic structures in historic communities. Exterior renovation guidelines are clear under the ordinance and the property is not meeting the requirements.

Since the work order came down, the Office of Historic Resources has not offered a clear explanation of why the work order was lifted.

A list of the non-conforming changes made to the home may be seen on the website. Among the problems are:

• Inappropriate exterior finish (painted bright white instead of stone finish)

• Non-permitted work

• Incorrect style, scale and size fencing

• Inappropriate lighting

• Solar panels on the roof visible from the street

HCM status and HPOZs and other historic neighborhood ordinances are created to preserve the unique look of such communities. People buying a home in these neighborhoods are required to follow the local ordinances when remodeling or renovating.
