Philippines Issue Order to Restrict Lead in Toys and Consumer Products

The Republic of Philippines has recently issued an Order to restrict lead content in paints and certain consumer products. The effective date is dependent on the nature of the product and starts in January 2014.
 
HONG KONG, China - Feb. 6, 2014 - PRLog -- Chemical Control Order for Lead and Compounds

On 23 December 2013, the Department of Environmental and Natural Resources (DENR) of the Republic of Philippines announced the issuance of Administrative Order No. 2013-24 ‘Chemical Control Order (COO) for Lead and Lead Compounds’ (1) to restrict lead and lead compounds in

1. Cosmetics
2. Food contact packaging
3. Fuel additives
4. Paints for architectural, decorative and household applications
5. Paints for industrial applications
6. School supplies
7. Toys
8. Water pipes

The new Order applies to importers, distributors, manufacturers, industrial users, recyclers and waste service providers (transporters, treaters and disposers) and  takes effect on 18 January 2014; 15 days after publication in the newspaper ‘Malaya’ and upon acknowledgment of receipt of a copy thereof by the Office of the National Administrative Register (ONAR).  Highlights of the DENR Administrative Order No. 2013-24 are summarized in Table 1(http://newsletter.sgs.com/eNewsletterPro/uploadedimages/0...) within the latest SafeGuardS bulletin and ‘Other Requirements’

Labeling Requirements for Toys and Consumer Products

1. Labeling

- Labeling requirements conforming to the provisions of GlobalizedHarmonized System (GHS)
- Warning label stating that lead dust is hazardous for children, pregnant women and the elderly

2. Lead in paints allowed until 2019 provided precautionary labeling is placed on the products:

- Automobile paints
- Industrial and commercial building and equipment maintenance coatings
- Refinish coatings for industrial equipment
- Catalyzed coatings for use on radio-controlled model powered airplanes
- Touch up coatings for appliances and lawn garden equipment
