Nov. 21, 2012 - PRLog -- On JCPenney history, Internet site makes you aware that the foundation history of the company started with opening up of the first store known as the Golden Rule in Kemmerer, Wyoming by James Cash Penney in partnership with Guy Johnson and Thomas Callahan, on April 14, 1902.
