According to a research report on electric power industry from “12th Five-year Plan” (2011-2015) released by China Electricity Council, investment in power industry in China in 2011-2012 will reach 6.1 trillion in which 3.2 trillion in electric power development and 2.9 trillion in power grid construction. These policies facilitate the development of smart grid construction in China in which new technology is of the utmost importance in view of the country’s construction of ultra-high voltage smart grid as a framework and then connecting power dispatching system at different level with high-tech, automated and interactive features.
