These counties also demonstrated progress over the previous year, showed commitment to working with outside organizations, and implemented innovative solutions.

500,000+ population:  Fairfax County, VA (also the category winner)

250,000-499,000 population:  Chesterfield, VA and Loudoun, VA

Under 150,000 population:  Charles County, MD   (also the category winner), Roanoke County, VA and Albemarle County, VA
