Published quarterly by Environmental Data Resources, Inc., the leading provider of environmental risk information services and related workflow applications in the United States, the EDR Scorekeeper is the market monitor for the environmental due diligence industry and ranks firms based on the number of Phase I Environmental Site Assessment (ESA) and related reports performed.  

A Phase I ESA is performed to evaluate the environmental liability associated with a real estate asset either for the lender who is considering making a loan or for a prospective buyer.  “Generally, increased activity for us is a sign that the commercial real estate industry is picking up,” says Derhake.

According to the EDR Scorekeeper, the Western region overall (including Oregon) showed a jump in Phase I ESA activity early in 2011 with a 13% increase over the same period in 2010, though the activity slowed in the second and third quarters.  Echoing this trend, Portland was a hot spot of growth in the first quarter showing a 45% increase in Phase I ESA activity, but has since dropped out of the top 10 highest growth metro areas.

“Lenders may have tougher terms, but they are lending and deals are getting done,” said Derhake.
