Follow on Google News | Decommissioning in the GoM is a genuine issue for Bernard Kruse and the MMSBernard Kruse of the MMS is concerned that decommissioning activity in the Gulf of Mexico is becoming the number issue of operators. Is enough being done to address this and what challenges is the industry facing?
By: James Taylor EyeforEnergy has invited the MMS, the United States government body responsible for regulating all offshore activity, to discuss the latest developments in the regulations and legislation that govern decommissioning activity in the US. B.J Kruse, Chief of the Office of Structural and Technical Support, is a registered Professional Petroleum Engineer in Louisiana with 33 years of oil industry and government experience. He has over seventeen years experience as an operations engineer, reservoir engineer, production engineer, and completions engineer with major oil corporations such as Union Oil Company of California, Gulf Oil Corporation and Chevron U.S.A., Inc. He has spent the last sixteen years with the Minerals Management Service as a staff petroleum engineer and supervisory petroleum engineer dealing with deepwater production, workover and operational issues, as well as the design, installation, repair, modification, and decommissioning issues associated with offshore platforms on the Outer Continental Shelf of the Gulf of Mexico. At the conference, B.J will provide the Minerals Management Services’ perspective on the decommissioning challenges that await oil and gas operators in the Gulf of Mexico. This will include a detailed look at the factors which have shaped today’s decommissioning policies and marketplace and the drivers that are pushing abandonment to the top of the agenda. B.J will also explore the current and future regulatory frameworks and how any changes are likely to impact your decommissioning strategy. This will include an in depth look at the options available to operators when the time come to decommission a structure. You can expect to receive answers to questions such as How does the Abandonment Application Process affect my removal programme? How do I identify a structure and what removal techniques should I employ? What will the environmental impact be and how can I finally have my project signed off after site clearance? Conference Director James Taylor comments “Now is a crucial time for operators planning their decommissioning strategy. With resources scarce and the cost of contractors rising in an unpredictable economic climate, it is of the upmost importance to have an effective, low cost and time efficient decommissioning time line in place. To do this you must understand the regulations that govern decommissioning activity and the liability you are bound by as an operator. This is why I am so delighted to have B.J on board. He is bringing to the table the highest level of expertise in this field and years of experience. This is going to be a truly unique opportunity for those in the decommissioning community to hear from one of the industries leading experts.” B.J Kruse will be joined by over 25 speakers from operators, contractors and financial services organisations including Mariner, Proserv, Tetra Tech, InterAct PMTI and Deloitte at the Decommissioning and Abandonment Summit, Gulf of Mexico 2009.
