UK Consults on Ban of BPA and Other Bisphenols in Food Contact Materials

SGS outlines UK proposed ban on BPA and analogues in FCM, aligning with (EU) 2024/3190.

GENEVA - Nov. 6, 2025 - PRLog -- SGS, the world's leading testing, inspection and certification company, has published SafeGuardS 159.25, reporting on the UK Food Standards Agency's (FSA) proposed ban on bisphenol A (BPA) and other bisphenols in food contact materials (FCM) and articles.

Used in products such as water bottles and food containers, bisphenol A and related bisphenols have been associated with serious health concerns, including developmental issues and an increased risk of certain cancers. The proposed new law bans the use of BPA and other bisphenols and bisphenol derivatives with specific hazardous properties in certain FCMs, extending the scope of restrictions beyond epoxy resins used in metal food and drink cans and durable plastics used in reusable bottles.

The FSA's 12-week consultation period was launched on October 2, 2025 and would align the UK with the EU's 2024/3190 Regulation on BPA and related chemicals, which entered into force in January 2025. The FSA's proposals would adopt the same transitional periods and end dates as those set out in the EU Regulation, to allow businesses to prepare for the changes.

Under the Windsor Framework, and following Brexit, (EU) 2024/3190 entered into force in January 2025. This means that the ban on BPA and related bisphenols applies in Northern Ireland, but not England, Scotland or Wales.  The FSA's consultation period will end on December 24, 2025.

SGS experts publish SafeGuardS to keep stakeholders informed about regulatory changes that could impact their business. SafeGuardS 159.25 includes further details on the proposed transitional measures.

Stakeholders are encouraged to refer to the original SafeGuardS 159.25 for more details.
