Enhancing the partnership between PESC, the A4L Community and HR Open Standards is the work with the US Chamber of Commerce Foundation on the T3 Network Pilot Project the "Comprehensive Learner and Worker Record". This project looks to identify the gaps in and develop public-private standards for education, military, and employment records. "The new A4L Community partnership with HR Open Standards will allow the pK12 marketplace to better address the Every Student Succeeds Act requirement on the ability to standardize 'per pupil expenditure' estimation of HR costs, as well as the need to examine equity with respect to school and district staffing ratios and assignment of experienced and qualified teachers", states Ben Silberglitt, Co-Lead of A4L's North American Management Board and Chief Strategy Officer, CedarLabs.
