The Florida International University Board of Trustees is composed of 13 members: five appointed by the state Board of Governors; six appointed by Florida's governor; and student and faculty representation by the University's Faculty Senate chair and student government president. The Board is responsible for developing cost-effective policies, implementing and maintaining high-quality education programs consistent with the University's mission, conducting performance evaluations, and assuring that the University meets state policy, budgeting, and education standards. Sarnoff is a former Commissioner for District 2 of the City of Miami, and has held the position of chairman and vice chair for the City of Miami Commission. He was the Chairman of the Downtown Development Authority, Chairman of the Omni Community Redevelopment Agency, Chairman of the Coconut Grove Business Improvement District, as well as the Chairman of the Community Redevelopment Authority. In 2015, Governor Rick Scott appointed him to the Metropolitan Planning Organization, which manages the Florida Transportation Budget.
