| The Knowledge Group Has Scheduled a Live Webcast on Navigating the Implications of TSCA Bill of 2015Event Synopsis: The House of Representatives passed the Toxic Substances Control Act (TSCA) in June 2015. The majority of parties believed that it was outdated and ineffective. In the update of the TSCA, the Environmental Protection Agency (EPA) is required to evaluate and regulate chemicals in the environment if they present an 'unreasonable risk' to human health or the environment, enforce testing by manufacturers, adjust provisions protecting confidential business information, create the TSCA Service Fee Fund in the U.S. Treasury, and pre-empt state law where warranted. The bill also adds new deadlines for risk evaluation, faster review for persistent, bio-accumulative and toxic chemicals, and would prohibit the EPA from considering risk evaluation based upon cost and other factors unrelated to health or the environment. For example, firefighters are exposed to several toxic substances daily and seek regulations and bans of some toxic chemicals such as flame retardants. However, the chemical industry resists such changes that will reduce their profits. The Senate's bill is quite different from that of the House. Contentious political disagreement and corporate demands limit the passing of a robust bill by both houses. However, both would dramatically change the U.S. system for industrial chemical notification and management.
