By: European Union The workshop was attended by Prof. Ranbir Singh, President, Association of Indian Universities & Vice Chancellor of National Law University, New Delhi; Prof. Furqan Qamar, Secretary General, Association of Indian Universities; The EU was represented by Cesare Onestini, Deputy Head of Mission, European Union Delegation to Indiaand Brian Toll, Senior Policy Adviser, International Cooperation in Education and Youth, European Commission, Brussels. Europe with its 4000 higher education institutions is recognized as the leading higher educational destination. These institutes offer excellent and innovative programmes and there are currently over 55,000 Indian students studying in the EU, the majority at Master's level. India was also the greatest beneficiary of Erasmus Mundus, the programme which preceded Erasmus+. "EU funded projects offer substantial opportunities to Indian students & universities via international mobility and international cooperation partnerships including capacity building and staff development. We are keen to work together with the universities and foster international cooperation in education. Learning mobility and capacity building projects can improve skills, modernize higher education systems and institutions, and create better partnerships between EU higher education and education systems in India," said Mr. Onestini. Prof. Ranbir Singh welcomed the EU programme and expressed the hope that Indian universities and higher education institutions would avail themselves of the opportunity to raise their academic and research standards using the range of options available to them including international collaboration. The focus of the workshop was funding opportunities for India-Europe mobility and cooperation. In-depth sessions were conducted on three key areas of cooperation during the workshop, - Capacity Building in Higher Education; Joint Master Degrees and Individual Mobility and Jean Monnet & Marie Sklodowska-Curie actions (Research Mobility). Mr. Brian Toll was of the view that “cooperation between universities will support India's drive to be at the forefront of worldwide developments, ensure that Indian and European qualifications are equally recognized and valued, and that bilateral or multilateral cooperation with European counterparts continues to develop". In the past 10 years, more than 3400 Indian students have benefited from the international mobility provided by the Erasmus Mundus programme (the precursor of Erasmus+); and 50 higher education institutions from India have been involved in partnerships. The Erasmus+ programme offers generous scholarships, covering travel and living expenses as well as tuition fees, for approved courses and periods of study: for students, from 3 months to full Masters Degrees. There are funded opportunities available for university staff and researchers (including from Europe to India), as well as for partnerships between institutions to help them update and internationalize their courses. Applications can be submitted in the period October to February each year. In short, Europe offers a wealth of traditions and a history reflecting its many peoples and landscapes. Everyone can enjoy a unique and enriching experience in a dynamic, multicultural environment where diversity of opinion and the freedom to create, experiment and innovate are fundamental values. So, besides earning a world-class qualification, students have the chance to learn new languages, see different ways of life and develop inter-cultural skills that give an essential advantage in an ever-changing world. BACKGROUND NOTES Erasmus+ Erasmus+ is the newly expanded European Union programme for education, training, youth and sport for the period 2014-2020. It has consolidated several existing EU programmes of which India was the largest single beneficiary outside of the EU. Up to 2013, 3,400 Indian students from all parts of India had already received Erasmus Mundus scholarships. New opportunities are now offered, primarily for higher education institutions (HEIs), staff and a student, meaning the door is open to even more Indian participation. Erasmus+ has an overall budget of €14.7 billion – this can be shared by participating HEIs and individuals – and an extra €1.68 billion is available for international cooperation with countries outside Europe via the EU’s external action budget. Erasmus+ and India India is a Partner Country of the Erasmus+ Programme, which means that most actions, particularly in the fields of higher education, are open to India, Indian students and Indian higher education Institutions. A central focus of Erasmus+ funding will be cooperation projects to improve the quality of higher education as well as mobility for individuals.
