| US Congress to Expand CPSIA Restriction of Phthalates in Children’s ProductsThe US Congress has recently introduced a bill to amend the Consumer Products Safety Improvement Act of 2008 (CPSIA). The bill proposes to expand the restriction of phthalates from toys and childcare articles to children’s products.
In August 2008, US President George W Bush signed the CPSIA (Public Law 110-314) into law. The law requires additional responsibilities from manufacturers of children’s products and also enhances the administrative powers of the Consumer Product Safety Commission (CPSC). Under the CPSIA, 6 forms of phthalates (BBP, DBP, DEHP, DIDP, DINP and DNOP) are restricted in toys and childcare articles. In August 2011, the requirements for these phthalates became applicable only to accessible materials when bill HR 2715 was signed into law by President Obama (http://newsletter.sgs.com/ Bill S 2120 to Expand the Scope of Restriction of Phtalates On 12 March 2014, the US Congress introduced bill S 2120 ‘A bill to expand the prohibition on the manufacture, distribution, and importation of children's products that contain phthalates, and for other purposes’. The proposed bill would amend Section 108 of the CPSIA (Public Law 110–314; 15 U.S.C. 2057c) to expand the scope of restriction of phthalates from toys and childcare articles to children’s products. The bill does not propose any specific enforcement date. Highlights of the proposal on phthalates are summarized in Table 1 within the latest SafeGuards bulletin.
