RALEIGH, N.C. - March 24, 2014 - PRLog -- ICA Engineering, Inc., a leading civil engineering firm focused on Strengthening America’s Infrastructure, announced today that Bill Gilmore, PE, PLS has joined the firm as Regional Manager of Special Projects in the Raleigh, NC office.  In this position, Gilmore will perform research and provide quality assurance for engineering and environmental issues related to transportation and environmental matters.

“I, along with many others in our firm, have known Bill both personally and professionally for many years. Our paths have crossed many times and each time it has been an encouraging experience. It is an honor and a pleasure to have him join the ICA Engineering family. Bill's reputation in the engineering community is stellar and I am very excited for all of us that we have the pleasure of working together,” said Mark Acuff, PE, President of ICA Engineering.

“When working for State Government in the Department of Environment and Natural Resources, I had the pleasure to observe ICA Engineering in action on one particularly important project. The firm produced an excellent design for a major stream restoration project under a design-bid-build contracting process. When the construction contractor got in trouble by straying from the requirements, ICA Engineering staff not only identified the problems, they had the solutions and recommendations for our NCEEP project management staff. This set ICA Engineering apart from our other engineering firms and is a major reason why I am pleased to be part of this company,” said Bill Gilmore.

Gilmore joins ICA Engineering after a 40 year career with the NCDOT, Private Sector and the NCEEP. Gilmore spent the last seven years with the North Carolina Department of Environment and Natural Resources as the Director of the Ecosystem Enhancement Program, a receipt funded program to provide compensatory mitigation to developers and the North Carolina Department of Transportation. These responsibilities involved the oversight of more than 60 employees and expenditures for projects topping $400 million.

Gilmore’s education includes a Master of Civil Engineering and a Bachelor of Science in Civil Engineering both from North Carolina State University.
