Associated Right of Way Services Inc., Taps Industry Expert Richard Echols, Right of Way Consultant
Forty years of experience in land rights acquisition and analysis
Echols began his forty-year career with PG&E in 1974 in Land Services, and rose to Senior Real Estate Transaction Specialist, then Supervisor, Land Acquisition, in Land and Environmental Management, before being named Manager, Land Acquisition, in 2012. His focus the past six years has been in leadership of PG&E’s Land Acquisition employees and establishing teams, consisting of union-represented and management employees, to support major company programs and initiatives, including Electric & Gas Transmission & Distribution, Renewable Resource Development, Environmental Remediation, and Power Generation. He served in that capacity before retiring from PG&E and accepting the position with AR/WS.
“Rich Echols enjoys an outstanding reputation. His past work with PG&E in all phases of land rights acquisition and analysis establishes him as an expert in the field of real estate acquisition and program management for utilities,” says AR/WS President William Tannenbaum. “Combining technical expertise, professionalism and tact, Rich will be a valued addition to the AR/WS team. In his new position, Rich will provide land acquisition consulting, feasibility studies, project and program management, right of way oversight, field work and support, and utility company liaison.”
Celebrating its 25th year in May 2014, AR/WS provides full-service right of way and real estate consulting including right of way planning, real estate appraisal, property acquisition, relocation assistance, and complete project and program management. Infrastructure work related to highway transportation, utilities, rail transit and flood control comprise some of the areas of concentration for AR/WS.

Established in the San Francisco Bay Area in 1989, AR/WS has grown to a company of more than 50 employees, with additional offices in Sacramento and Texas.
