The January 2014 GAO-14-126 Report found that Federal Agencies failed to compile Data on the effect of the Federal Strategic Sourcing Initiative (FSSI) Program on small businesses.
By: Bornstein & Song FSSI Research OMB has directed that FSSI will be made Mandatory across all federal spending and that GSA will implement 10 new FSSI programs in FY 2013-2014. Subsequently, GSA awarded contracts for $300 million to implement FSSI and placed FSSI as its Priority Goal #1 in the GSA Strategic Plan for 2014-2018. Bornstein & Song FSSI Research Surveys have been compiling Data and Evidence on the Impact of the Initial FSSI program for GSA Schedule 75 Office Supplies (OS2) which was implemented in June 2010. The picture is Not Pretty! The FSSI Surveys paint a damaging picture of how FSSI has displaced small businesses resulted in significant Job Loss at a time when Jobs are critical for economic recovery. OMB and GSA have claimed Savings but have ignored the Economic and Social Costs of Job Loss. Bornstein & Song FSSI Research has expressed concern that a Cost-Benefit Analysis is required.
