CHARLES, MO, November 29, 2011 -- Lieutenant Governor hopeful Mike Carter believes in the democratic process and says we cannot continue giving so much rule-making power to unelected bureaucrats. Bureaucrats quite simply are not accountable to voters and rob the people of their voice.
"Legislators are to make laws, not bureaucrats. The legislature's dependence on bureaucrats gives too much power to unelected officials. Current approval ratings of our government send a clear signal that the people want hard working, detail-driven representatives that hear, act on and obey the electorate's wishes." Carter also points out the confusion these quasi-laws cause in enforcement. "Not everyone agrees that these rules should have the same force and effect of legislatively enacted laws. They simply do not go through the proper scrutiny, and regulations often aren't approved or even reviewed by the people the electorate entrusted with the power to make such decisions." When one of these rules is broken or challenged, Carter notes, it is often not an independent judge or other elected official who hears your case. Rather, it's most likely to be heard by a hearing officer, administrative law judge or board who are part of the very agency that enacted the rule. Seem fair?
