May 7, 2011 - PRLog -- Canada's defence budget takes a relatively high proportion of the government budget, and BMI expects continued growth over the coming decade. From 2014, by which time the global economy is expected to have fully recovered from the recession, defence spending will pick up, with nominal US dollar growth of 6.5% to 6.7% and constant price growth of between 4.4% and 4.5%. In 2019, BMI expects spending on defence to total US$33.71bn, or US$913.40 per capita, equal to 1.48% of GDP.

On March 19 2011, a coalition of forces from several nations, including Canada, launched airstrikes on Libya, ostensibly to enforce UN Security Council Resolution 1973. By late March, Canada had contributed seven fighter planes, two refuelling aircraft, four transport planes, two maritime patrol aircraft and a frigate to enforce a no-fly zone over Libya.

On March 26, the US announced that it would be handing operational control of all aspects of enforcing Resolution 1973 over to NATO, under the command of a three-star Canadian general, Lieutenant-General Charles Bouchard, as reported by AFP.

In BMI's view, Western airstrikes against Libya seem to lack a coherent political strategy, which suggests that Colonel Muammar Qadhafi can sit out the storm, unless his closest allies betray him, or he is killed in an airstrike. Even if Qadhafi is removed, Libya will remain vulnerable to prolonged instability, and possibly civil war. With a general election in the offing, Canada's role in Libya is likely to come under greater scrutiny if the war drags on, as is entirely possible.

The spotlight is also turning on Canada's substantial defence procurement spending. Controversy is dogging the F-35 project, as new estimates suggest that it could cost US$29.3bn, almost twice the original forecast of US$16bn, as reported by cnews in March 2011.

The government has stood by its own estimates of US$70mn-75mn per unit and US$250mn-US$300mn for the fleet's annual service cost. The original deal foresees the 65-strong fleet costing US$9bn, and service costs pegged at US$7bn.

With an election campaign effectively underway in Canada, the F-35 deal may come under greater scrutiny, particularly at a time when many Western countries are scaling back defence procurement to strengthen their fiscal position. However, Canada's defence spending is proportionally higher than that of many of its NATO counterparts and remains a priority for the country.
