ASTM 1396 / C 1396M Section 4.1 - Clearly confirms and validates the gypsum or sheet-rock boards meet the Manufacturing Guidelines and therefore are NOT DEFECTIVE - ASTM 1396 Materials and Manufacture - Section 4.1 states ... "GYPSUM BOARD SHALL CONSIST OF A NONCOMBUSTIBLE CORE, ESSENTIALLY GYPSUM, SURFACED WITH PAPER BONDED TO THE CORE." Key words - ESSENTIALLY GYPSUM - results in all sheet-rock, meeting the standard. Clearly this is why the CPSC, OSHA, EPA, HUD or any other Government Agency has NOT TO-DATE - issued or demanded - RE-CALL - on the product. 6) Testing and Post Treatment Testing Before or After Abatement or Treatment Testing required per Judge Fallon's guidelines - Fails to provide specific testing - means and methods - ASTM type test, specific acceptable threshold level of out-gassing, or even specific out-gassing element(s) or material(s) to be tested. Fallon's guidelines simply require a clearance letter or document from a Licensed Hygienist or Environmental Engineer, leaving a lot for interpretation or abuse. We recommend and request Clearance Documents based on third party ASTM Chamber Testing of sample construction materials, acquired after SNiPER® Treatment Application and even further ASTM Chamber Testing, samples of the NEW sheet-rock material, prior to installation, confirming and validating out-gassing levels. 7) Personal Property Treatment Treatment of personal property before relocation is important and may require re- treatment prior to occupancy of re-constructed structure to avoid cross-contamination.
