Mobile services are offered in Thailand under concession from TOT and CAT. The country's wireless subscriber base grew by a spectacular 137% during 2001 and by a further 120% in 2002, with the result that penetration rose from just 5.5% in 2000 to more than 28% in 2002. Growth was more restrained in 2003, though still quite high at 27.2%. At end-2007, the total subscriber base had reached 53mn, an increase of 33% during the year, more robust than 2006 at 32%. The rise in subscribers was led by aggressive competition among the operators leading to the introduction of reduced pricing, on account of penetration reaching 83%. By 2009, we estimate 100.4% penetration, placing Thailand firmly within the leading 'second tier' of regional markets, behind Malaysia but surpassing South Korea and Japan.

Fixed Line

Thailand's fixed-line subscriber base grew marginally to about 7mn during 2007, with the result that the country's penetration rate remained almost static, at 10.9% at the end of the year, on the low side for the region. TOT directly operated 50% of Thailand's fixed lines, as against over 50% in 2001, while its subscriber base is in decline. Its two competitors, True Corporation and TT&T, which provide services through concessions awarded by TOT, saw their subscriber bases increase by 17% and 2%, respectively, in 2002, before falling again in 2003. BMI estimates that by YE09, fixed-line penetration rates reached 10.2%, marking a small decline over the year.

Broadband

Thailand's broadband penetration rate is much lower than we had originally estimated. However, the rate of take-up is rising rapidly -- much faster than for internet. Despite that, penetration rates remain low, and BMI estimated 2009 ended on 3.4%, placing Thailand only just ahead of the Philippines, but well ahead of Sri Lanka and Bangladesh.

The country's three fixed-line operators -- TOT, TT&T and True -- are expected to compete fiercely regarding the provision of broadband services. This is in light of a stagnating fixed-line market and should create a wider range of affordable tariffs, helping to boost broadband penetration rates overall.
