Glacial Energy of California, Inc. Receives License From California Public Utilities Commission

April 27, 2010 - PRLog -- Glacial Energy of California, Inc. received its license from the California Public Utilities Commission (CPUC) to sell electricity in all three utilities’ service territories controlled by Pacific Gas & Electric, Southern California Edison, and San Diego Gas & Electric.

Direct Access (DA) service is retail electric service where nonresidential customers are eligible to purchase electricity from a competitive provider, an Electric Service Provider (ESP), instead of from a regulated electric utility. The utility delivers the electricity that the customer purchases from the ESP to the customer over its distribution system. Senate Bill (SB) 695 became law on October 11, 2009 and as an urgency statute, took effect immediately. SB 695, among other things, allows nonresidential customers to purchase DA from an ESP up to an overall historical maximum load amount in each utility territory.

The initial open enrollment window for DA is only 90 days beginning April 11, 2010 and is available to commercial customers only. For 2010, the CPUC has limited enrollment to approximately 3 million megawatts or an estimate of less than 3% of the existing commercial base in all three utilities area. The demand anticipation for DA is expected to be reached in a short period of time, therefore, only a limited number of customers that are first to sign with an ESPs are expected to be granted DA.
