Due to the unceasing expansion of fields in international division of labor and resources allocation participated by China, an international economic metropolis is in urgent need. Renowned as a decisive economic and shipping centre as well as a national historical and cultural city, Shanghai is being gradually built, in accordance with the state strategy, into a modernized socialist cosmopolis as well as one of the intentional centers of economy, finance, trading and shipping. To map out its development framework, Shanghai is supposed to think out its future functions and layout in both the city area and the Yangtze River Delta. On April 2, 2008, Yu Zhengsheng, Member of the Political Bureau of the CPC Central Committee and Secretary of CPC Shanghai Municipal Committee, pointed out, in his visit to the planning area of the Hongqiao Transport Hub, that the construction of the hub is a vital strategy for Shanghai’s future development. Its importance not only lies in its functions for transport, but also in serving as a new industry cluster for modern services. A new business center will be built to relieve the population pressure in urban area, improve the conditions for living and urban construction as well as apply the axe to business cost. The development plan and functional orientation of the hub should be carefully studied by adhering to Shanghai’s development and regional features and taking opinions from experts specializing in urban construction, planning, economics and sociology. The study should focus on whether and how it can become an economic cluster serving Jiangsu and Zhejiang Provinces, a new gathering for business activities in Shanghai and a highlight of the urban development in the future. With an eye to building hub-oriented, functional and network-like transport infrastructure, the passenger station of Beijing-Shanghai High Speed Railway is planned to be set up to the west of Hongqiao Airport, with an aim to establish a world-class modernized transport hub connecting the high speed railways, intercity and urban rail transport, buses, taxies and airports. By taking advantage of the hub, it is planned to develop modern service industry in the area to better serve the delta region, the areas along the Yangtze River and the whole country. Hub Overview Layout: The major functional parts include Hongqiao Airport, Hongqiao Railway Station, Hongqiao Maglev Station, east and west traffic centers and unban rail transport. A second runway of the Hongqiao Airport will be built 365 meters away to the west of the existing runway, with such facilities as the west terminal building. The existing terminal and the west terminal are the satellite buildings for each other, both serving as the urban terminals for Pudong Airport. About 1,700 meters away from the existing runway of Hongqiao Airport and 450 meters away from the west terminal building, Hongqiao Railway Station boasts 30 tracks and 16 platforms. The Maglev Station is built to the east of the railway station, with 10 lines and 10 platforms as planned. Passenger flow: 30 to 40 million people per year by airport; 120 to 140 million by railway and maglev trains; 10 million by highway buses. The daily flow of the hub is predicted to be about 1.1 million people. Rail Transport Planning According to the general plan, five metro lines including Lines 2, 5, 10, 17 and 20 are planned to be introduced into the Hongqiao Business Center, forming a map of “three horizontal and two vertical lines”. Starting from Songhong Road in the west, Metro Line 2 passes the downtown area, goes under the Huangpu River from the Bund on Nanjing East Road to the Lujiazui Finance and Trade Zone in Pudong New Area, and ends at the east terminal Zhangjiang High-Tech Park Station, totaling 25.2 kilometers in length. Passengers can shift to the maglev train at Longyang Road Station to go to Pudong International Airport. At present, the extension section of Metro Line 2 is under construction, with the total length of 30.8 kilometers including its east section (from Zhangjiang High-Tech Park to Pudong Airport) and its west section (from Xujing Town to the west of Hongqiao Airport). It is predicted to be open before the World Expo 2010. Metro Line 10 (Phase I) travels a total of 36 kilometers from New Jiangwan Town in the northeast of Shanghai to Hongqiao Airport in the city’s southwest. Beginning from Hongqiao Transport Hub, Metro Line 17 goes along from Cao’an Road and Huyi Highway in the northeast to Fengxiang Road and Changzhong Road in Baoshan District, and then arrives at Zhengli Road and Jungong Road, adding up to 36 kilometers. Metro Line 5 (Xin Min Line) is 17.2 kilometers long, connecting Xinzhuang Station in Minhang District in the north with Minhang Development Zone in the south. It is planned to extend Line 5 to Jinhan District in the south and Hongqiao Airport in the north. Currently, the section from Minhang to Fengxian is under construction. Metro Line 20 (Qingpu Line) begins in the east from the Hongqiao Hub Station and ends at Oriental Land Station in the west, covering 33.2 kilometers and 11 stations.
