Hyderabad Builders Not Keen On Occupancy Certificate

Feb. 27, 2008 - PRLog -- Even though an occupancy certificate (OC) is mandatory for getting water and power connections, builders in Hyderabad are not coming forward to obtain it from GHMC. Also, along with the occupancy certificate, builders will get back the mortgaged floor or built up area from GHMC.  

Of the 400 permissions given under the GO 86 regime, where builders have to mortgage a floor or 10 per cent of the built up area, whichever is less, to the corporation for getting sanction for buildings having ground+2 floors and above, only 10 builders have applied for OC so far.

GHMC issues occupancy certificate once the work of the building is completed as per the sanctioned plan, and releases the mortgaged portion to the builders. "Since many buildings permitted under GO 86 since last year are now in completion stage, builders have started coming to the corporation to collect occupancy certificates,'' GHMC additional commissioner (projects) K Dhananjaya Reddy told ‘TOI.'

As many as 400 building permissions have been given by the GHMC since January 2007, of which about 132 permissions were given in circle V area alone which covers upmarket areas like Banjara Hills, Jubilee Hills, Ameerpet, Khairatabad and Punjagutta. In the entire GHMC area, 936 builders have applied for mortgaging their floor or built up area. Of them, 250 applications were rejected as the builders failed to submit either property plans or the affidavits. "Some people have resubmitted their applications with required documents,'' an official said.

The town planning division is yet to grant permissions to buildings with G+2 and more floors in circles like Ramachandrapuram and Patancheru, Qutubullapur, Old City and Rajendranagar after the building permission powers were transfer red from Huda to GHMC in Sept 2007.
