Congressman Jerrold Nadler (D-NY) and Congresswoman Judy Chu (D-CA) have introduced the American Royalties Too (ART) Act of 2025, H.R. 4017, landmark legislation designed to ensure that visual artists are compensated when their work is resold for profit.
