Designed to replace the previous paper-based system, EMCS is a computerised structure for recording in real-time the movement of excise goods between EU member states, which have not yet been released for consumption and for which excise duties have yet to be paid. In the UK, EMCS has been introduced in phases, with the first phase (FS0) live since April 2010 and the second (FS1) since January 2011. The third phase (FS2) is due to go into effect in January 2012, and will include enhancements which allow for the splitting of energy product movements going to multiple destinations, as well as a notification for incorrect or incomplete consignments. About the Excise Movement and Control System (EMCS) EMCS (Excise Movement and Control System) is a computerised system for monitoring movements of excise goods under suspension of excise duty within the EU, i.e. for which no excise duties have yet been paid. It will replace the paper document that currently must accompany such movements (the Administrative Accompanying Document or AAD) with electronic messages from the consignor to the consignee via Member State administrations. EMCS applies to alcoholic beverages, manufactured tobacco products and energy products (motor fuels and heating fuels, such as petrol and gasoline, electricity, natural gas, coal and coke). It applies mostly wholesalers who trade alcoholic drinks (with the exception of alcopops), such as breweries and wine merchants, tobacco growers, manufacturers of mineral oil and liquefied petroleum gas (LPG). But it also affects companies in the food or pharmaceuticals industries who use alcohol in production and use the advantages of tax rebates. The basic principle of communication in EMCS, step by step: 1. The consignor submits the draft e-AD. 2. The authorities in the member state of departure send back a checked and validated e-AD with an administrative reference code (ARC). 3. Before sending the goods, the consignor attaches the printed e-AD. 4. The member state of departure transmits the e-AD to the member state of destination. 5. The member state of destination forwards the e-AD to the consignee of the goods. 6. The excise goods reach their destination. 7. The consignee submits an acknowledgment of receipt to the appropriate authorities in the member state of destination. 8. The member state of destination validates the acknowledgment of receipt and sends it back to the consignee. 9. The member state of destination transmits the acknowledgment of receipt to the member state of departure. 10. The member state of departure forwards the acknowledgment of receipt to the consignor.
