IJIS Institute Appoints Sudhi Umarji & Rehan Chawdry to Represent IJIS on the FBI’s LEX G

The IJIS Institute, a nonprofit organization that focuses on mission-critical information sharing for justice, public safety, and homeland security, announces it has appointed Sudhi Amarji, CEO of Trusted Federal Systems, and Rehan Chawdry, National Security Practice Leader of Sypherlink, to represent the IJIS Institute on the Logical Entity eXchange Specification (LEXS) Governance Task Force.

The FBI Criminal Justice Information Services (CJIS) Advisory Policy Board (APB) has created a task force under its Information Sharing Subcommittee (INSH) to assume the responsibility for LEXS governance. INSH invited industry, via the IJIS Institute, to appoint representatives to this task. It is envisioned that these representatives will contribute subject matter expertise to the governance process.

LEXS is a comprehensive, NIEM-based (National Information Exchange Model), framework for the development of information exchanges. Initially developed for the law enforcement information sharing program at U.S. Department of Justice (DOJ), LEXS is now being widely used in criminal justice community at large, as well as by the homeland security, intelligence and other communities. LEXS is the foundation for a number of exchanges used in Law Enforcement National Data Exchange (N-DEx), Suspicious Activity Reporting (SAR), and Law Enforcement Information Exchange (LInX).

Sudhi Umarji is the founder and CEO of Trusted Federal Systems, Inc., a company specializing in designing and implementing information sharing technology solutions. An enterprise architect with more than 25 years of Federal and commercial experience, he previously held senior management, consulting and technical positions at HP, Honeywell, Dialcom and ITT. His accomplishments include developing and leading the development of the architecture for U.S. DOJ’s Law Enforcement Information Sharing Program (LEISP), where he co-invented the NIEM based LEXS framework. Umarji was also recently appointed by the IJIS Institute as Vice Chair of the CJIS Programs Advisory Committee (CPAC). Sudhi received a Master of Science in Electrical Engineering and Computer Science from the Massachusetts Institute of Technology and a Master of Business Administration from New York University’s Stern School of Business.


Sudhi was also recently appointed by the IJIS Institute as Vice Chair of the CJIS Programs Advisory Committee (CPAC). The CJIS Program  Advisory Committee (CPAC) defines a role for industry and, in particular, IJIS Institute member companies in collaborating with the FBI and state-level agencies to improve, expand and make viable numerous FBI CJIS Division programs. Programs currently supported are inclusive of the UCR program, the National Incident-Based Reporting Systems (NIBRS), Next Generation Identification (NGI) and the N-DEx program. It is the goal of the committee, through a close working relationship with the FBI, to assist industry in responding to the needs of state and local law enforcement agencies in meeting FBI national program reporting requirements. It is also the goal of this committee to encourage and arm industry with relevant information so that industry, working with state and local agencies, may increase knowledge and support of these important CJIS programs.

Rehan Chawdry, practice leader for Sypherlink’s National Security Practice, has nearly a decade of experience in public safety and criminal justice, with an intimate understanding of the technology, systems and data-sharing standards involved. His extensive background in public safety information technology includes a comprehensive review and examination of data schema for more than two dozen law enforcement software programs.

Mr. Chawdry is a recognized expert and thought leader in public safety and integrated justice data sharing. He frequently speaks about data sharing standards (such as NIEM and LEXS) and implementation best practices at national industry events, including the NIEM National Training event, IJIS industry briefings, and the IACP LEIM conferences. He has also led multiple NIEM training engagements on behalf of the IJIS Institute and serves as an Advisor on the organization's N-DEx committee.
