May 22, 2011 - PRLog -- New data have been obtained from the regulator relating to the state of competition in the country's fixedline and broadband internet markets and these have necessitated the further revision of BMI's forecasts for these sectors. In addition, growth in the mobile sector in 2010 was much weaker than expected, so we also reined in those forecasts. On top of that, an improved view of Belgium's political and economic outlook enabled us to revise upwards the country's Business Environment Ratings score, although Belgium is still at the bottom of our regional league table.

By the end of 2010 Belgium was serving 12.272mn mobile subscribers, up by just 3.2% from the 11.891mn of the previous year. This includes subscribers to MVNOs and it is clear these low-cost service providers are finding it just as difficult to locate new subscribers as the operators whose networks they use. There is, however, an increasing tendency to move customers onto higher-value postpaid services, which means a large number of inactive customers are being shed while churn rates are improving. As yet, though, this is not being reflected in ARPU rates, as operators have been hit by revised mobile termination rate (MTR) and interconnection rate caps. This has certainly affected service revenues and we project diminishing blended mobile ARPUs in future. A market average of EUR15.6 is projected for 2015 in our new ARPU forecasts, despite the possibility of a fourth player coming on stream before then. Proximus, Mobistar and BASE therefore need to begin innovating in terms of bundling and the development of value-added services and content.

Uptake of mobile broadband services is believed to be growing steadily, if not spectacularly, due to the increased availability of powerful smartphones and mobile computers. Continued roll-outs of xDSL, cable and fibre broadband infrastructure are complementing the wider availability of mobile broadband, enabling us to remain bullish about our outlook for the broadband market in Belgium. We believe the market will grow from 3.82mn subscribers in 2010 to 4.29mn by 2015, by which time mobile connections will account for at least a third of the overall market. The popularity of cable means it will be some time yet before mobile takes the lead.

The regulator supplied new fixed-line market data, although it only provides information up to the end of 2009. The figures do include the contribution of managed voice over broadband (via xDSL platforms) and raises upwards our baseline for fixed-line connections. However, even though numbers for the actual number of connections have risen, the rate of decline remains broadly the same as before, with the gains made by alternative operators in the cable and xDSL markets being outweighed by the rapid decline in use of Belgacom's PSTN and ISDN networks. We expect the number of fixed-line connections to dwindle from 4.51mn at the end of 2010 to 4.07mn by the end of 2015. The rate of decline remains slower in Belgium than in other markets, principally due to long-standing reliance on cable-based accesses supplied by Telenet and Voo.
