May 6, 2011 - PRLog -- The Arkansas State Chamber of Commerce issued a report projecting the state's $240 million unemployment debt to be gone by 2015 -- without having to issue bonds to help cover the debt.

The state has borrowed heavily from the government to keep its unemployment trust fund solvent during the recession, and dealing with the debt was one of the key issues in the recently completed legislative session. The Senate produced a pair of bills to address the shortfall: Act 1125 by Senator Jeremy Hutchinson (R-Little Rock), which gives the governor authority to call a special election for approval of a $500 million bond to pay the debt; and Act 861 by Senator Jonathan Dismang (R-Beebe), which puts a freeze on unemployment benefit increases and cuts the benefit period from 26 to 25 weeks.

During the session, Hutchinson claimed Act 1125 would put the state in a much more favorable position. While Arkansas would essentially trade one debt for another, the new debt would have lower interest and would include a mechanism for payment.

Dismang, meanwhile, called Act 861 "a long-term solution" to the problem, because it would stop unemployment benefits from ballooning. Chamber of Commerce President Randy Zook confirmed Dismang's opinion in the announcement, estimating that Act 861 will save the state about $60-75 million a year.
