Aug. 25, 2010 - PRLog -- BEIJING -  The General Administration of Customs (GAC) has announced that beginning in September, goods of a value of more than RMB 50 that are imported into China by post shall be fully taxed on the basis of the total value of the goods.  The GAC has said that from now on, any person who imports or exports any goods which has a value of more than RMB 50 shall comply with the required procedures for customs declaration.  Goods intended for personal use and which are carried in a parcel which cannot be separated are subject to the customs declaration procedures for personal goods.
Scott Garner of Lehman, Lee & Xu commented that “in recent years, the sale of goods online has seen incredible growth.  More Chinese have access to credit cards, have access to computers, and feel very comfortable making online purchases.  The new customs regulations are the government’s recognition that China has seen an increased flow of goods into the country through the post, and outside the normal customs procedures and that the flow of goods should and will be taxed in the future.”
