Keegan Federal was elected to the Superior Court of DeKalb County in 1976.  Throughout his illustrious legal career, Judge Federal has maintained a commitment to excellence and integrity that has extended beyond the courtroom.  His influence on the judicial system in Georgia, clients, colleagues, students, and the greater Atlanta community has been notable.

The Carter Center’s mission is guided by a fundamental commitment to human rights and the alleviation of human suffering; it seeks to prevent and resolve conflicts, enhance freedom and democracy, and improve health.  It is a mission that fits the aspirations of Judge Federal perfectly.  This is evidenced by the impact he has had on civil rights reform in the Georgia Court system, his dedication in teaching and mentoring young lawyers, his service on and chairmanship of the Boards of Directors for numerous civic organizations, and for his determination and personal commitment to aid and support individuals suffering from brain and spinal cord injury, and through all available means to reduce their suffering.

“It is a tremendous honor to be asked to serve on the Carter Center Board of Councilors, and I thank the President and Mrs. Carter and the Board for their confidence in me.  I take the responsibility of this service very seriously.  The Center’s work preventing and mediating conflicts, advancing human rights, strengthening democratic principles, health education and disease control, and reshaping public opinion surrounding mental health issues are all vitally important, and the scope of need is vast. I am excited to be able to help,” commented Judge Federal.

The Carter Center, in partnership with Emory University, is committed to advancing human rights and alleviating unnecessary human suffering. Founded in 1982 by former U.S. President Jimmy Carter and former First Lady Rosalynn Carter, the Atlanta-based Center has helped to improve the quality of life for people in more than 70 countries.
