About the Author
Dr. Marion Hopkins Harris holds a Doctorate and Masters degree in Public Administration from the University of Southern California and another Masters degree in Urban Affairs from the University of Pittsburgh.

She has also held a successful stint in the federal government as upper level manager, as well as important positions at the U.S. Department of Housing and Urban Development, and U. S. General Accounting Office. Hopkins is an Associate Professor of Public Administration at Bowie State University.
