Based on the limitations these two options presented, the firm's founders believed there was a need and opportunity for a workplace investigations firm, particularly appealing to public agencies, composed of licensed investigators with actual public and private sector employment and administrative experience.
VHHW Investigations is composed of four partners including Hallam, a former City Manager and Community Development Director. The other founding partners include Michelle Vizina, a Human Resources Specialist and Manager, Tom Hallinan, a City Attorney, and Marty West, a former Chief of Police and Public Safety Administrator.
