The committee is required to review all existing rules and reevaluate whether they “advance orderly and inexpensive procedures in the administration of justice.” (Rule 2.140, a6) Any committee member may propose a new rule or an amendment to an existing rule. The committee then considers the proposal and votes. Each committee then submits the proposals and voting records to the Florida Bar board of governors, the Speaker of the state House of Representatives, the President of the state Senate, and the chairs of the state House and Senate. Additionally, the proposed amendments are published online on the Florida Bar website and in the Florida Bar Journal.
