Private Sector Seeks More Federal Printing from the GPO – 4Q2011 Top 50 GPO Print Suppliers

Feb. 13, 2012 - PRLog -- Work from the United States Government Printing Office (GPO) to private sector printers remains below past levels as indicated by the fourth quarter 2011 (4Q11) report of the top 50 GPO printers. GPO is the federal agency through which federal government agencies are required by law to submit their printing needs, and private sector printers have traditionally done most GPO printing.

Fourth quarter 2011 volume to the private sector was $59 million for October through December compared to $78 million for 3Q11, $79 million for 2Q11, $61 million for 1Q11 and $66 million for 4Q10.   Total work awarded by the GPO to private sector printers in FY2011 was $305 million compared to $358 million in FY2010, and $425 million in FY2009.  

“The $59 million reported for workflow from GPO to the private sector this past quarter is nearly half of the $105 million that was reported three years ago for the fourth quarter of 2008,” said Deborah Snider, senior vice president of e-LYNXX Corporation and head of its Government Print Management division.  “This disturbing downward trend is not only due to less work, but also due to more work being done in-house by the GPO and by individual federal agencies. Title 44 of the U. S. Code states that all federal printing, with a few exceptions, is to be channeled through the GPO.  This raises questions as to why individual agencies are being allowed to operate their own print facilities to compete with the private sector.”

For 4Q11, the top 50 print suppliers produced for the GPO work valued at $38 million compared to $49 million for 3Q11, $57 million for 2Q11, $39 million for 1Q11 and $45 million for 4Q10. NPC, Inc., of Claysburg, Pennsylvania, won the most 4Q11 GPO work with $5,973,258 awarded to the firm.  Rounding out the top five GPO job winners for 4Q11 were Cenveo of Stamford, Connecticut, with $3,244,547, Sourcelink of Miamisburg, Ohio, with $2,882,287, Monarch Litho, Inc. of Montebello, California, with $2,265,107 and Gateway Press of Louisville, Kentucky, with $1,901,677.

“Printers that fully understand the GPO marketplace and develop the GPO as a secondary market are increasing their profitability from an industry average of 2% before GPO work to 14% or more afterwards,” Snider said.  “The most successful GPO printers work with a full-service government print management firm – one that assists the printer with paper work handling, specification interpretation, proposal preparation, bidding process management, support through the production process, change order negotiation, invoice preparation and collection, and cutting through the government red tape. The full-service firm also provides full representational services, accurate information, market intelligence, past price histories, and access to all available GPO jobs and programs.”
