May 21, 2015 - PRLog -- Plano, TX – May 21, 2015 - Professional Engineer and ASTM expert Kathy Mendias has joined Partner Engineering and Science Inc. (Partner), a national engineering, environmental and energy consulting firm headquartered in Torrance, Calif., as Technical Director of Training.

Based in Plano, TX, Mendias will lead the expansion of Partner’s national training program in response to the firm’s rapid growth in recent years. Her focus will be on providing internal training and mentoring for staff performing Property Condition Assessments.

Leveraging over 30 years of experience in the construction, development, and assessment of commercial real estate, Mendias is an indispensable addition to the Partner team. As a member of the ASTM E50.02 committee, she provided input over a three year period on the development of ASTM E2018, Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process. She was selected to help develop the Professional and Technical Training class for ASTM for E2018 and has served as an instructor for ASTM since 2000. Mendias has personally performed over 600 Property Condition Assessments for various local, regional, and national clients for property types including office, retail, multifamily, residential, industrial, healthcare, and hospitality.

“Partner is excited to have Kathy join us as Technical Director of Training. Her teaching experience, technical knowledge and close involvement with ASTM will be intrinsic to training our growing PCA staff across the county and ensure the continued excellence of our building engineering team,” says Bruce Dalton, fellow Technical Director at Partner.

Prior to joining Partner Mendias’ duties as Vice President of Environmental Services, Real Estate Risk Assessment for Bank of America for six years broadened her experience in real estate due diligence to include understanding and identifying the environmental and engineering risk associated with commercial real estate transactions from a lender perspective. Her particular area of focus was securitized transactions, which required a Phase I Environmental Site Assessment, Property Condition Assessment, and in certain locales, a Seismic Assessment for each property being financed. She specialized in working on large portfolios for mergers/acquisitions that often included hundreds of properties spread across the United States. Mendias also managed the engineering due diligence on behalf of the lender for a portfolio of properties spread over the five continents.

Mendias acknowledges training to be a critical component to ensure the long-term quality of the engineering due diligence industry “It is important for the industry to transfer the knowledge of the history and purpose of the PCA practice to the next generation of assessors.  This will give them a depth of knowledge beyond simply understanding the technical aspects of performing a PCA, and will ultimately, make them better assessors who understand their clients’ needs and risk tolerance levels.” said Mendias. Her  long term goal is to create a training system that will allow customized training based on the various levels of knowledge and expertise within the PCA team.

Mendias has a Bachelor of Science in Architectural Engineering from the University of Texas as well as a Master of Business Administration from Amber University. She has been a member of the American Society for Testing and Materials (ASTM) since 1997 and is a member of Women Construction Owners and Executives.
