American Beauty Academy to Offer first Hybrid Courses in Barbering & Cosmetology in the USA

WILMINGTON, Del. - Aug. 13, 2014 - PRLog -- American Beauty Academy, Inc. is honored to welcome Governor Jack Markell to its campus, located at 200 W. 9th St, in Wilmington, DE for a historic bill signing, a first-of-its-kind in the United States, onWednesday, August 13th, at 10:45 am. American Beauty Academy, Inc. is pleased to have championed the bill that GovernorMarkell will be signing - House Bill 339 - which summarily addresses the issue as follows:

This bill amends the Delaware Code concerning barber licensing by permitting the merger of classroom instruction and an apprenticeship to attain licensure. Specifically, a combined 600 classroom instructional hours and 1500 apprenticeship hours will qualify the candidate for licensure barber licensure. This bill also inserts cosmetologist apprentice language in the appropriate subsection. (Synopsis, House Bill 339)

Prior to passage of the bill, persons wishing to pursue a career in the art of cosmetology or barbering in the State of Delaware had only two options:

(a) Cosmetologists and Barbers - The successful completion of a minimum of 1,500 classroom hours of continuous training for a complete course in either barbering or cosmetology. School owners shall have the option of the amount of hours of training per day not to exceed 10 hours and shall be able to choose which days of the week the student works provided the hours accumulated do not exceed 40 hours per week; however, upon a written agreement signed by the school owners and the student, the student may work more than 10 hours per day or 40 hours per week; or,

(b) Apprentice cosmetologists or barbers - The completion of 3,000 hours in an apprenticeship, to either a licensed cosmetologist or barber, with the total number of hours worked per day not to exceed ten hours, nor to exceed 40 hours per week, unless a written agreement to exceed these limits is signed by the licensed cosmetologist or barber and the apprentice.

American Beauty Academy, Inc. recognized the need for a third viable option, specifically designed for the largely underserved segment of the population throughout the State of Delaware- those that have practiced in salons and barbershops without matriculation through a licensed cosmetology/barbering school or through completion of an apprenticeship program.

OPEN TO THE PUBLIC AND PRESS: On Wednesday, August 13th, at 10:45am, Governor Jack Markell will visit American BeautyAcademy’s Wilmington, Delaware Campus to sign the precedent-setting House Bill 339 into law. The program will be offered three evenings per week, in addition to all-day each Monday at American Beauty Academy’s Wilmington Campus, located on the corner of 9th and Orange St in Downtown Wilmington, Delaware. Delaware’s WorkforceInvestment Board has expressed interest in working with American Beauty Academy to provide funding for individuals involved in this blended program.
