Packing List Envelopes are usually made from polyethylene, a synthetic plastic. It allows mass production of these envelopes. They should be water proof and weather resistant. Because of their importance in packaging, they should be built strong, secure, and self-adherent, with such a backing that can stick to any type of surface of any shape and size.
