July 8, 2011 - PRLog -- BMI View: Based on revised historical data and the prolonged contraction that has been affecting the French construction market since Q2 2008, we have moderated our forecasts to the end of our core forecast period in 2015 (and beyond). More specifically, and taking into consideration the fact that the sector's quarter-on-quarter growth rate in Q1 2011 was still negative (but recovering) at -0.1, we now forecast that France's construction market will register a return to growth in real terms amounting to 0.8% in 2011 and 1.2% in 2012. We anticipate that the infrastructure sector will continue to account for the lion's share of construction industry value due to the number of significant projects in the pipeline, while the residential and non-residential building industry value will stagnate.

After two years of contraction - which have come despite counter-cyclical spending by the French government - the construction market should grow this year. A number of factors support our more positive outlook for 2011 and beyond:

* Close to EUR25bn worth of transport public private partnerships (PPPs) and concessions are in the final planning/tendering stages in France (excluding the La Reunion tram).
 *  The country's hosting of the UEFA Euro 2016 Football Championship will certainly provide a welcome source of new contracts for developers. France beat off competition from Italy and Turkey to win host status in May 2010.
 *  The President of the Ile-de-France region, Jean-Paul Huchon, announced an historic agreement with France's Minister for Cities, Maurice Leroy, for the investment of EUR32.4bn into the transport network in and around Paris between 2010 and 2025. The plans include an automated metro line that will circle Paris (the Greater Paris Metro Project), as well as modernisation of the existing transport network in the administrative region.
 *  The 106km canal project - lauded as the most ambitious engineering project currently underway in Europe - to connect the Rhine-Scheldt waterway network in Germany and the Benelux countries to the river Seine, has finally secured funding. The tender process has resumed, with two rival French construction giants - Bouygues and Vinci - competing for the contract. The composition of funding is: EUR900mn from the French government, EUR333mn from the EU, EUR106mn from the French ports and the remainder from the local governments on the canal route. France is targeting 25,000MW of installed wind capacity by 2020, with about 19,000MW onshore and 6,000MW offshore; a tender for the first offshore farms will be opened in May 2011, with the winning bids to be announced in early 2012. GDF Suez, Areva and Vinci have already officially announced their intention to form a partnership to take advantage of the opportunity and develop offshore wind power projects in France. We stress that the consortium will bring together complementary competence and expertise in renewable energies and construction.


We also note that the decision on the wholesale price of nuclear power also represents a key development this quarter. According to the new regulations unveiled by the government, electricity giant EDF will sell up to a quarter of its nuclear output to competing retailers for EUR40/ per megawatt hour (MWh), rising to EUR42/MWh from January 2012. The decision represents a clear victory for EDF (which had long advocated a minimum price of EUR42/MWh) but sparked criticism from France's Energy Regulation Commission as well as from consumer groups hoping for a lower price.
